All library users have access to library and information services, including
persons with visual or physical impairment, through the Nebraska Library
Commission's Talking Book & Braille Service, which is part of a network of
cooperating libraries headed by the National Library Service, a division
of the Library of Congress. This special service offers free books and magazines
on cassette and Braille, specially designed playback equipment, and a
collection of home entertainment videos formatted for use by visually
impaired individuals.
 
Any Nebraska resident qualifies for free service if that person experiences a
visual or physical condition or a reading disability (e.g. dyslexia) that limits
or prohibits their use of regular print. An application form is available at the
library or directly from the Nebraska Library Commission. Applicants need
to have the form signed by a certifying authority. Medical doctors,
ophthalmologists, optomettrists,nurses, physical therapists, rehabilitation
counselors and librarians can certify an application for someone with a
visual or physical impairment.
 
All books, magazines, playback equipment and accessories are mailed to and
from borrowers postage free. Borrowers and their family members are also
welcome to visit the Nebraska Talking Book & Braille service for direct service.
